2,120 MW LNG to Power Plant

EXECUTIVE PROJECT SUMMARY

The Song Hau 2 LNG-to-Power Project is a proposed 2,120 MW combined-cycle gas turbine (CCGT) development located in Chau Thanh Commune, Can Tho City, Vietnam. Developed by the AEG–EGW Alliance, the project is designed to support Vietnam’s Power Development Plan VIII (PDP VIII) by providing reliable, high-efficiency baseload power while accelerating the country’s transition toward lower-carbon energy generation.

The project utilizes advanced LNG-fueled generation technology with targeted net thermal efficiencies of 60–64%, significantly reducing carbon intensity compared with conventional coal-fired power plants. The selected technology platform is designed to be hydrogen-ready, supporting Vietnam’s long-term decarbonization objectives and enhancing future fuel flexibility.

A dedicated Special Purpose Vehicle (SPV) will be established in Vietnam to manage project ownership, financing, governance, and operations. Technical execution, OEM coordination, engineering management, procurement oversight, and commissioning support will be provided through a Technical Services Agreement (TSA) led by Alliance Energy Group. The project will employ a structured governance model and split-wrap EPC execution strategy to ensure schedule control, quality assurance, and bankability.

Strategically located within the Song Hau Power Centre, the project benefits from direct access to the Hau River for cooling water and marine logistics. The facility incorporates advanced civil, geotechnical, flood-protection, water-treatment, and environmental management systems to ensure long-term operational reliability and compliance with Vietnamese regulatory requirements.

Commercial viability is supported through a long-term Power Purchase Agreement (PPA), incorporating capacity and energy charge mechanisms, together with a diversified LNG Fuel Supply Agreement (FSA) combining long-term contracted volumes and spot-market flexibility. The project is positioned as a critical infrastructure asset that will strengthen Vietnam’s energy security, support industrial growth, attract international investment, and provide stable electricity supply to one of Southeast Asia’s fastest-growing economies.
